Development of pre-departure orientation training manuals in Bangladesh

As part of the ILO's SDC-funded project on 'Promoting Decent Work through Improved Migration Policy and its Application in Bangladesh', two pre-departure training manuals have been developed: a training of trainers manual covering emigration, transit and immigration (for 1-3 hours training); and a standardised manual covering aspects of labour laws, regular recruitment, working and living conditions, health, social protection, and other issues, for country-specific training on Oman and Qatar (3-5 days training). A core technical group (CTG), comprising all organisations providing pre-departure training and orientation, was formed to guide the development of the manuals and an NGO was selected to lead the process, including the drafting process. The drafting was preceded by a benchmarking of existing resources, which evidenced differences in the underlying approaches and content, and a serious gap in information about labour rights. The CTG validated the 'take away' materials for migrant workers and plans for the decentralisation of pre-departure orientation services, which is expected to improve their quality and facilitate the functioning of labour market dynamics. This step brought out the importance of promoting and developing content through elaborating coordinated approaches and building on existing national good practices.
